The Agence de services et de paiement (ASP) is an interministerial public establishment in the government administration sector, based in Île-de-France, France. It operates under the joint authority of the ministries responsible for agriculture and for employment, serving as both a paying agency and a public operator that implements European, national, and local policies. It serves more than 130 contracting authorities, including the European Union as the leading payer of agricultural subsidies, as well as numerous ministries and regional and departmental councils. Its permanent staff are civil servants from the agriculture ministry, supplemented by annual fixed-term field inspectors who verify declarations under the Common Agricultural Policy. With 26 regional delegations, ASP maintains a nationwide presence across metropolitan France and overseas territories, and its core function is to manage payments and implement public programs on behalf of its clients at European, national, and local levels.
