Americans for Tax Reform is a political advocacy organization focused on opposing tax increases and limiting government power through tax policy. Its centerpiece is the Taxpayer Protection Pledge, a formal commitment by elected officials and candidates to vote against any proposal that would raise taxes on individuals or businesses. It coordinates a network of state-based groups and facilitates statewide meetings that bring together taxpayers, social conservatives, business groups, and legislators to discuss limited-government principles across dozens of states. Based in Washington, District of Columbia, the group was founded in 1985 by Grover Norquist at the request of President Reagan and operates as a relatively small organization. In addition to the pledge, ATR has launched recent initiatives, such as The Sustainable Budget Project in 2023 to monitor state spending and the BlackRock Tracker in 2022.
