The APWA Southern California Chapter operates as the regional arm of the American Public Works Association, a nonprofit professional association focused on public works and infrastructure. It serves a broad network that includes local, county, state/provincial, and federal agencies, as well as private sector suppliers that serve public works professionals. The chapter is based in Manhattan Beach, California, and relies on a small staff. APWA is governed nationally by a 17-member board elected by members and functions as a 501(c)(3) nonprofit with 63 chapters in North America, eight of which are in Canada. 

Its membership spans public works directors, city engineers, fleet managers, utilities managers, and other roles connected to infrastructure and service providers. As a local node within the broader APWA ecosystem, the chapter provides educational and networking opportunities intended to support professionals and improve community quality of life.
