ARS believes in the philosophy of Harm Reduction, which is a public health strategy that was developed for individuals with substance abuse problems for whom abstinence was not feasible. Harm reduction approaches have been effective in reducing morbidity and mortality.

Harm reduction is a strategy that aims to reduce the harms associated with certain behaviors. When applied to substance abuse there is a focus on reducing negative consequences, and aims to increase health, social and economic outcomes. (NIH, 2008)
