APAICS is a national, nonpartisan 501(c)(3) nonprofit focused on increasing participation and representation of Asian Americans and Native Hawaiian/Pacific Islanders across the political process, from community service to holding public office. Its programs emphasize leadership development, public policy education, and building a pipeline that enables AAPI leaders to pursue roles at the local, state, and federal levels. The organization is based in Washington, DC, and was founded in 1994 alongside the Congressional Asian Pacific American Caucus by former Secretary Norman Y. Mineta.

APAICS collaborates with organizations such as the Congressional Black Caucus Foundation and the Congressional Hispanic Caucus Institute to offer joint programs that foster coalition-building and cross-community understanding. In May 2024, reports noted that APAICS hired Harris to join its Leadership Summit, reflecting ongoing leadership development activities.
