The Bank Policy Institute (BPI) is a nonpartisan public policy, research and advocacy organization representing the nation’s leading banks within the financial services industry. Its members include universal banks, regional banks and major foreign banks doing business in the United States, collectively employing nearly two million people and accounting for about 72% of all loans and nearly half of small-business lending. The organization conducts data-driven research and analysis and disseminates it to U.S. regulators, members of Congress, academics and media through scholarly papers, blog posts, white papers, comment letters and Congressional testimony. BPI operates a division known as Business-Innovation-Technology-Security (BITS), which provides an executive forum to discuss technology, promote innovation, reduce fraud, and improve cybersecurity and risk management for the financial sector. Its stated policy aim is to shape regulation that enables leading banks to serve customers and support economic growth while ensuring adequate capital and liquidity, with risks borne by shareholders and creditors rather than taxpayers. The organization is based in Washington, D.C., and has undertaken leadership changes in 2026, including the appointment of Sam Fabens as Head of Communications.
