Bi-State Development is a regional organization in Missouri focused on economic development in the St. Louis region, and it has operated since 1950. It partners with private and public entities on hundreds of projects that create jobs across the bi-state area, operating with an emphasis on efficiency and accountability, and it is a sizable organization with hundreds of employees. BSD's work is delivered through four enterprises: Metro Transit, Gateway Arch Riverfront, St. Louis Downtown Airport, and the St. Louis Regional Freightway, each addressing transportation, riverfront tourism assets, aviation services, and freight infrastructure. Metro Transit operates the region's public transportation system, including MetroBus, a light-rail network, and a paratransit service with wheelchair-lift vans. In 2025, the St. Louis Regional Freightway hosted the Take Flight Forum, a gathering of aviation leaders, educators, and students to examine the region's aerospace ecosystem and opportunities in STEM.
