The California Collaborative for Educational Excellence operates as a state-level agency focused on education administration in California. Its aim is to strengthen the public school system by building districts' capacity to improve student outcomes. It pursues this through collaboration with other state agencies, county offices of education, and a range of stakeholders to address challenges as a collective. Additionally, it offers direct technical assistance to districts on an as-needed basis.

Based in Sacramento, California, the agency operates as a small to mid-sized state organization that coordinates across public education partners. In the education administration programs sector, it positions itself as a statewide partner that can help districts tackle school-improvement needs. Recent developments include the December 2023 launch of a statewide System of Support directory to aid districts, alongside the launch of an Intensive Assistance Model pilot for school improvement.
