CEI, based in Tysons, Virginia, identifies and applies 21st-century innovations in learning to guide school leaders as they improve schools, advising principals, teachers, leadership teams, and districts on implementing evidence-based practices to accelerate academic progress and close gaps between research and classroom practice. It collaborates with principal mentors to design, implement, evaluate, refine, and disseminate research with the principal in mind, and engages with researchers, private companies, and government agencies to connect diverse stakeholders in educational improvement.

CEI conducts environment scanning to curate current innovations and carries out its own studies to improve education, with a 2014 focus on increasing classroom rigor, advancing STEM, applying neuroscience insights, and promoting Heart Centered Education for social-emotional learning. In 2019 it launched S-CCATE, a technology-based tool intended to help administrators, teachers, and other school staff cultivate a culture of compassion within their communities.
