Center For Effective Public Policy (CEPP) is a nonprofit organization based in Kensington, Maryland, with more than four decades of experience in the criminal justice field. It collaborates with justice system professionals and partners to improve systems and pursue equitable, systemic, and sustainable change, aiming for outcomes that benefit communities. CEPP works across the full spectrum of the criminal legal system—from pretrial through sentencing, as well as corrections, probation, parole, and reintegration—and seeks to reduce reliance on incarceration while promoting community-centered approaches. It draws on expertise in group facilitation, training, change management, research, and the practical implementation of evidence-based practices to help jurisdictions craft effective policies and programs. CEPP serves local, state, and federal jurisdictions nationwide, providing structure to deliberative processes and drawing on empirical research and practical experience to inform policy and practice.
