The Central Oregon Intergovernmental Council (COIC) is a regional government relations organization formed in 1972 as a Council of Governments under ORS 190 through an intergovernmental agreement among the counties and cities of Central Oregon. Based in Bend, Oregon, COIC coordinates regional planning, priority-setting, collaboration, and the convening of regional boards and commissions, undertaking regional-scale planning and service delivery functions. It provides employment and training, alternative high school education, business loans, transportation, and community and economic development services to Crook, Deschutes, and Jefferson counties and to the cities of Bend, Culver, LaPine, Madras, Metolius, Prineville, Redmond, and Sisters. The council’s board is largely composed of elected officials from member governments, with additional appointed members from private business, post-secondary education, and chambers of commerce, and COIC operates the Central Oregon region’s public transit system, Cascades East Transit. In February 2022, COIC launched the Cascades East Transit community connector service, a development in its regional transportation and service delivery efforts.
