COAF is a nonprofit organization focused on improving life in rural Armenia, with a particular emphasis on children and youth. It pursues community-led development across education, healthcare, and social and economic sectors, growing from a single village in 2004 to 64 villages in several regions.

Headquartered in Yerevan, COAF operates across rural areas of Armenia. Since 2015 it has implemented SMART Initiatives designed to elevate education and rural development, using the SMART Center model as a scalable reference. The first SMART Center opened in Debet, Lori, in 2018, serving more than 150,000 people, and in 2022 the organization expanded to Artsakh with a new office in Stepanakert.
