Berkeley operates as a California municipal government under a council-manager framework. The eight-district City Council, elected for four-year terms, appoints a City Manager who serves as the city's chief executive. In addition to traditional municipal services, Berkeley administers its Health, Housing and Community Services Department and provides its own solid waste collection, recycling, and disposal, while the Parks, Recreation and Waterfront Department runs summer camps and a marina. Situated in Alameda County on the east shore of the San Francisco Bay, Berkeley spans about 10 square miles and is home to roughly 124,000 residents in a diverse, well-educated community.
