The City of Roseburg serves as the county seat of Douglas County in southwestern Oregon, providing local government services to a community that blends semi rural surroundings with growth. Located in southwestern Oregon, in the Umpqua region, at about 465 feet elevation, the area experiences a mild climate with moderate rainfall. With a resident population around 24,800 and an urban daytime population near 60,000, Roseburg acts as a regional hub for retail, government activity, and medical services. The city supports education and culture through local schools, a nearby community college, parks, and cultural activities. The economy has diversified beyond its traditional natural resource base, with ongoing efforts to attract new industries and jobs in cooperation with government partners. In December 2025 the city opened a new location, and public access to City Hall, the Public Safety Center, and the Public Library was affected.
