Troutdale is a suburban community of about 17,000 residents located on the eastern edge of the Portland metropolitan region and at the western edge of the Columbia River Gorge National Scenic Area.

The City of Troutdale is a local government agency that provides public services to its residents and businesses, including administrative, financial, recreational, community development (planning, building, code, & economic development) and public works (engineering, water, sewer, streets, & parks/facilities). The City operates under a council-manager form of government. It is governed by a mayor and six city councilors, with day-to-day management vested with the City Manager.
