The Civil Aviation Authority of Malaysia (CAAM) acts as Malaysia’s primary regulator for civil aviation, responsible for maintaining safety, security, and efficiency across the sector. Based in Putrajaya, it establishes regulations and oversees compliance to ensure orderly operations within the country’s aviation system. As a medium-sized government regulator, CAAM engages airlines, airport operators, drone stakeholders, and other industry participants, along with government and academia, to shape regulatory policies. Its mandate encompasses regulatory oversight and the development of standards to support safe aviation activities in Malaysia. In February 2025, CAAM introduced the e-CAAM Licensing Professional Services platform (eCLIPSE) to streamline licensing for aviation personnel. This digital licensing initiative reflects ongoing efforts to modernize regulatory services and support a safe, qualified workforce across Malaysia’s aviation sector.
