The Coalition of Law Enforcement and Retail (CLEAR) is a non-profit, non-partisan national association established in 2008 by law enforcement and retail loss prevention professionals. It provides a forum for public and private sector members with public safety experience to support collaborative efforts aimed at enhancing community safety and advancing the profession. Through public-private partnerships, CLEAR offers training and education programs and resources intended to foster nationwide collaborations and deliver timely, relevant information to members and participants. Its mission is to build and sustain partnerships between public and private sectors to improve community safety, achieved through collaborative training, open communication, and networking opportunities. Based in Pompano Beach, Florida, the organization serves professionals in public safety and retail loss prevention with a focus on joint efforts and knowledge sharing. A recent development is a 2024 partnership with RILA to create web-based certificate courses on organized retail crime for law enforcement, supplementing its live training events.
