Community Electric Cooperative is a member-owned electric utility that distributes power to rural communities in Southeastern Virginia. It operates from Windsor and was founded in 1938 through the efforts of the Holland Ruritan Club and other local leaders. Today, the cooperative serves more than 11,000 accounts across about 1,590 miles of distribution lines. Since 1979, it has operated under a wholesale power contract with Old Dominion Electric Cooperative, a generation-and-transmission cooperative that supports its member systems. In 2023, the cooperative added a new member services representative to strengthen customer-facing operations.
