The Congressional Black Caucus Foundation is a nonprofit, nonpartisan public policy, research and educational institute dedicated to improving the socioeconomic prospects of African Americans and other underserved communities. Founded in 1976 and based in Washington, D.C., it aims to develop leaders, inform policy, and educate the public.

In the public policy arena, CBCF pursues leadership development and policy education to address disparities affecting Black communities and other underserved groups. In April 2026, CBCF announced a partnership with CDI and Zelle to support small businesses and their future leaders.
