Cook County is a government administration entity in the United States with a workforce of about 1,001 to 5,000 employees. Toni Preckwinkle has served as the president of the Cook County Board of Commissioners since 2010, overseeing the county’s public health and hospitals system and its criminal justice system. The county has pursued fiscal reforms, solving more than $2.1 billion in budget deficits, reducing expenditures by $851 million, and delivering balanced budgets in each year of her tenure. Through initiatives such as CountyCare, a Medicaid managed care program established under the Affordable Care Act, the county provides health coverage to about 330,000 residents. The administration has pursued criminal justice reforms, reducing the pretrial population at the Cook County Jail by more than 30 percent since 2010, and in 2017 was awarded a Safety and Justice grant by the MacArthur Foundation in recognition of progress.
