The Council for Opportunity in Education is a nonprofit organization established in 1981 that aims to expand college opportunities for low-income, first-generation students and students with disabilities across the United States. Its work brings together colleges, universities, and TRIO-hosting agencies to coordinate services designed to help eligible students gain admission to college and complete their degrees. Its membership comprises more than 1,000 colleges and agencies, and through these members, the organization supports access and retention services for more than a million low-income and disabled students each year. It is based in the Washington, D.C. area and operates within the public policy sector. In 2023, COE launched the Career Opportunities Initiative in partnership with MentorPRO and MentorHub to expand pathways for low-income, first-generation, and disabled students. This initiative reflects the organization's ongoing focus on creating higher-education opportunities through its network of member institutions and partner organizations.
