DSCC is a small nonprofit based in St. Louis, Missouri, that has worked since 1973 to stabilize and improve southeast St. Louis City. It pursues equitable neighborhood development through community empowerment and housing and real estate efforts, concentrating in the neighborhoods of Dutchtown, Gravois Park, Marine Villa and Mt. Pleasant.

The organization operates in two main focus areas—community facilitation and housing stabilization—restoring vacant buildings to their historic designs and offering affordable, energy-efficient rental or for-sale housing, while also partnering for tenant rights education. In its community facilitation work, DSCC connects residents to planning processes and other decision-making that shape the neighborhood. Serving roughly 10% of St. Louis City's population, the service area is highly diverse and characterized by poverty and low-to-moderate income levels, with 35% of households below the poverty line and 60–70% in low-to-moderate income brackets; in 2021 DSCC partnered with Cure Violence, an engagement that included a bike parade at Marquette Park.
