ETCOG is a regional government organization that acts as a bridge among federal, state, and local authorities to address challenges and shape outcomes for East Texas. Founded in 1970 and based in Kilgore, Texas, ETCOG delivers a range of programs and services directly or through its contractors to support seniors, employers, and job seekers. Its scope includes building the region's 9-1-1 emergency call delivery system, providing peace officer training and homeland security planning, and coordinating rural transportation, business finance programs, and environmental initiatives. It serves fourteen counties in East Texas: Anderson, Camp, Cherokee, Gregg, Harrison, Henderson, Marion, Panola, Rains, Rusk, Smith, Upshur, Van Zandt, and Wood. In 2026 ETCOG announced a partnership with CivicMarketplace, Inc to activate and operate COGWORKS on its digital platform, expanding participation and value for member agencies.
