The Electricity Control Board is a statutory regulator in Namibia, established under the Electricity Act of 2000 to oversee electricity generation, transmission, distribution, supply, and cross-border import and export activities. It is headquartered in Windhoek, in the Khomas region, and its affairs are administered by a Technical Secretariat led by a Chief Executive Officer. Operating within the utilities sector, the board serves as Namibia’s independent regulator of the electricity sector. Its remit includes developing regulatory frameworks and market rules for entities involved in generating, transmitting, distributing and trading electricity within the country. In 2019 it rolled out the Modified Single Buyer Model together with a Market Access Guide for the Southern African Power Pool, an approach described as similar to Uganda’s proposed Direct Power Purchase model.
