The Emerald Coast Regional Council is a regional government administration entity serving Northwest Florida. Based in Destin, it operates across seven counties—Escambia, Santa Rosa, Okaloosa, Walton, Bay, Washington, and Holmes—to address regional challenges and opportunities through planning and development efforts. Guided by an independent board, the council focuses on issues such as traffic congestion, stormwater relief, and the protection of military assets and missions, while supporting the creation of quality jobs and broader economic growth within the region.

In May 2025, the council partnered with the Florida Housing Coalition to develop a resilience-based affordable housing planning guide for locating public land and vacant properties, with involvement from Texas Community Watershed Partners. The collaboration underscores its role in regional resilience and land-use planning. The organization maintains a modest staff and works across its seven-county area to translate planning and policy into practical solutions for communities.
