Workforce Development Focus The Employment Training Panel (ETP) actively supports employer-driven training programs across California, with a particular emphasis on underserved populations such as small businesses, veterans, and at-risk youth. This approach creates opportunities to offer tailored training solutions and technology platforms that facilitate customized workforce development initiatives.

Funding and Expansion Opportunities With significant recent investments including a $200 million pandemic recovery fund and a $1 billion annual high-speed rail program, California demonstrates a strong commitment to infrastructure and economic development. These large-scale projects often require extensive workforce training, presenting avenues to introduce specialized training products or consulting services to support project implementation.

Partnerships and Collaborations ETP collaborates with a diverse range of entities such as community colleges, trade associations, and economic development organizations, indicating a broad network of potential referral partners and clients for business development efforts aimed at expanding workforce solutions and training technologies.

Legal and Policy Dynamics Recent legal actions and policy debates involving the state reflect a dynamic regulatory environment that impacts workforce training and employment laws. Offering compliance-focused solutions or legal advisory services could be valuable to ETP and related stakeholders navigating these evolving regulations.

Technology Adoption and Needs ETP utilizes various digital tools and platforms like Microsoft Office, Google Tag Manager, and custom web applications, suggesting a readiness for innovative technology integrations. There is potential to introduce advanced training management systems, analytics tools, or digital content solutions that support employer-designed training programs.

Established in 1982, the Employment Training Panel (ETP) is a business and labor supported state agency that assists employers in strengthening their competitive edge by providing funds to offset the costs of job skills training necessary to maintain high-performance workplaces. For over 30 years, ETP has served as California's premier economic development tool, encouraging many companies to locate or expand in California while supporting job creation and retention through training.

ETP is funded by a special tax on California employers and differs from other workforce development organizations because we allow employers to design their own training. ETP fulfills its mission by reimbursing the cost of employer-driven training for incumbent workers and funding the type of training needed by unemployed workers to re-enter the workforce. Overall, the ETP program helps to ensure that California businesses will have the skilled workers they need to remain competitive.

ETP can contract directly with any one of the following entities: Private-for-profit employers, certain non-profit employers, Chambers of Commerce, Trade Associations, Joint Apprenticeship Training Committees, Economic Development Corporations, Community Colleges, Workforce Investment Boards and WIOA funded entities.

ETP has several initiatives targeting the training of traditionally underserved populations including small business, veterans, and at-risk youth. ETP also has additional programs supporting apprenticeship training, alternative and renewable fuels, career technical education, and advanced manufacturing.
