Empower Illinois is a small nonprofit based in Chicago that seeks to broaden access to high-quality education options for children. The organization blends scholarship programs with policy work and advocacy to help families pursue learning opportunities that fit their circumstances. Its primary initiative is the Illinois Tax Credit Scholarship Program, described as the state's largest and most comprehensive scholarship granting organization, and it partners with about 91% of recognized private schools to expand options for families.

It serves families seeking educational options for their children, including those living in poverty or students with special learning needs, and it operates within the nonprofit sector focused on education access. The organization supports schools and networks in fundraising for scholarships and runs its application process through a platform called EmpowerXChange, which aims to be transparent and user-friendly for applicants and participating schools. In May 2025, the organization announced the departure of its Chief Marketing Officer.
