ENTSO-E is the European Network of Transmission System Operators for Electricity, based in Brussels, coordinating a broad cross-border view of the electricity grid. It brings together 40 transmission system operators from 36 countries, extending beyond EU borders, and was established in 2009 under the EU’s Third Package to foster liberalisation of electricity and gas markets and to harmonise cross-border energy flows. The organization functions as a forum for market participants to align transmission operations with the goal of completing and ensuring the internal energy market and supporting Europe’s energy and climate objectives. ENTSO-E develops and coordinates key planning and standardization activities, including long-term network development plans (TYNDPs), pan-European network codes, and the coordination of research and development and system adequacy analyses. Through these deliverables, it contributes to building a large, integrated electricity market with broad benefits for Europe’s economy and energy security. A recent development is the May 2026 launch of Capacitypedia, created in collaboration with the DSO Entity to improve access to grid hosting capacity information across Europe.
