FVAP is a U.S. government program within Government Administration that helps service members, their eligible family members, and U.S. citizens living abroad exercise their right to vote from anywhere. Based in Alexandria, Virginia, the program administers the Uniformed and Overseas Citizens Absentee Voting Act on behalf of the Secretary of Defense, including responsibilities introduced by the MOVE Act to ensure absentee ballots are provided at least 45 days before federal elections. FVAP works with Military Services, the Department of State, the Department of Justice, and election officials across all 50 states, U.S. territories, and the District of Columbia to support voters.

Its activities focus on informing eligible voters about their rights and supplying the tools and resources that enable absentee voting under UOCAVA. The program serves members of the Uniformed Services, the Merchant Mariners, eligible family members, and U.S. citizens residing overseas. In 2021 FVAP published its 2020 Report to Congress, documenting its activities and findings related to voting assistance.
