The Gateway Development Commission (GDC) is a bi-state, single-purpose agency dedicated to advancing the Gateway Program, a comprehensive rail infrastructure initiative aimed at upgrading the busiest portion of the Northeast Corridor. The program seeks to improve both commuter and intercity rail service, strengthen resiliency, and add capacity on a corridor that handles more than 2,200 train movements and 800,000 passenger trips daily. As the project sponsor for the Hudson River Tunnel Project, GDC coordinates efforts among Amtrak and the states of New York and New Jersey to advance critical tunnel infrastructure.

The commission operates with governance that includes board representation from Amtrak and the two states, and it is based in Newark, New Jersey. In May 2026, GDC awarded the Package 1C contract for the Hudson River Tunnel Section to a joint venture of Traylor Bros., Walsh Construction, and Skanska, marking a concrete step in the broader Gateway Program.
