The Georgia State Financing and Investment Commission (GSFIC) is a state government agency within the Government Administration sector, based in Atlanta, Georgia. Created by a constitutional amendment in 1972, it is responsible for the proper application of proceeds from general obligation debt and for issuing all public debt for the State. The Commission also determines debt authority; no state agency or authority may incur debt or engage financial or investment advisory counsel without its approval. GSFIC operates through two divisions, the Financing and Investment Division and the Construction Division, to oversee Georgia's debt management and related capital projects. Its work serves state agencies and authorities that require debt issuance or financial oversight as part of public finance operations. The agency is a mid-sized government entity with its offices in Atlanta.
