As Harris County, Texas' Community Action Agency, Gulf Coast Community Services Association, Inc. exists to strengthen the educational, social, and economic well-being of individuals and families as they move toward independence and self-sufficiency.

GCCSA's diverse programs are designed to eliminate the inhibitive conditions of the un-served and under-served populations of Harris County by assisting:

- individuals in the advancement of their education
- communities in gaining economic security
