The Harrison County Development Commission (HCDC) is a government administration entity serving Harrison County, including the cities of Pass Christian, Long Beach, Gulfport, Biloxi, and D’Iberville. Founded in 1958, it focuses on job creation through recruiting new industry and business, while also supporting retention and expansion of existing enterprises. The organization oversees The Innovation Center, Harrison County’s small business incubator, which provides a shared environment and services to help early-stage and growing businesses succeed. In addition to attraction and retention efforts, HCDC promotes the Gulf Coast as a place to live and work and engages retirees through the Mississippi Gulf Coast Retiree Partnership. A recent development includes receiving the 2025 SPARK Award for achievements in economic development within Cooperative Energy’s service territory.
