Havant Borough Council is the local government authority serving the Borough of Havant in England. It operates from the Civic Centre Road in Havant and provides public services to residents across a 30-square-mile area that is home to more than 124,800 people. The borough is divided into five geographic areas—Emsworth, Havant and Bedhampton, Hayling Island, Leigh Park, and Waterlooville—and the council functions as a mid-sized local authority. In June 2026, Gillian Harris MBE was appointed as council leader, becoming the first woman to hold the role. The council has pursued physical improvements such as drainage works at the West Beach car park on Hayling Island, announced in May 2026. It has also launched a Corporate Strategy and earned recognition for animal welfare work, including a Gold PawPrints award from the RSPCA in 2024.
