The Higher Education Commission (HEC) is a government agency in Pakistan charged with developing domestic universities into world-class centers of education, research, and development, with the aim of building a knowledge-based economy. Established in 2002 by Presidential Ordinance No. LIII, it has a broad remit to evaluate, improve, and promote higher education and research, backed by expanded powers and resources to support reform. It guides a five-year reform agenda under the MTDF, addressing access, quality, and relevance, with core aims including faculty development, improving access, excellence in learning and research, and relevance to national priorities.
