Based in Honolulu, Hawaii, the Honolulu Board of Water Supply (BWS) operates as a semi-autonomous agency within the City and County of Honolulu, aligned with the utilities sector. It manages Oahu's municipal water resources and the island's distribution system with the aim of delivering water that is safe, reliable, and affordable for present and future needs. As Hawaii's largest water utility, BWS serves about one million customers on Oahu and operates under core values—personal, team, organizational, societal, and environmental responsibility—anchored by the Public Trust principle recognized in Hawaii law.

The agency serves residents and businesses across Oahu, addressing water quality, reliability, and resource protection through responsible management of the water system. It functions as a public infrastructure provider within Hawaii's utilities landscape, focused on delivering essential water services. In 2025, BWS announced a collaboration with the College of Southern Nevada to tackle shared water-sustainability challenges.
