HTA operates as a workforce development program in the Los Angeles hospitality sector. It trains both new hires and incumbent workers seeking promotions, offering courses in culinary skills, front-of-house service, bartending, housekeeping, retail and customer service, and vocational English. The program aims to raise the skill level of the local workforce to support the city’s tourism and hospitality industry and to improve guest satisfaction. HTA traces its origins to the Diversity Task Force, formed in 2006 to promote opportunities for African American workers in Los Angeles’ hotels and food service companies, and it officially launched in spring 2010. It functions through partnerships with hotel employers, labor groups, community colleges, workforce investment boards, and city agencies. In 2019, HTA partnered with Levy Restaurants to assist in recruiting up to 160 food service workers, illustrating ongoing collaboration with industry partners.
