Xiaojuan Huang was born in China and lived, studied and worked in China before moving to the United States. She obtained a BA in law from Nanjing University in 1997, and a JD from Washington University in St. Louis in 2005. She is admitted to practice law in the states of Delaware. She is also admitted to the Federal District Court for the State of Delaware. She is a member of the American Immigration Lawyers Association, Delaware Trial Lawyers Association and National Consumer Bankruptcy Lawyers Association.
