HWMA is a government authority formed in 1999 through a Joint Powers Agreement among the County of Humboldt and the Cities of Arcata, Blue Lake, Eureka, Ferndale, and Rio Dell. It owns and operates the Hawthorne Street Transfer Station, the Eureka Recycling Center, the Household Hazardous Waste Facility, and the closed Cummings Road Landfill, overseeing waste and recycling activities at these sites. The authority acts as a one-stop drop-off for the general public for self-hauled municipal solid waste, recycling services, and other material diversion programs, and is governed by a six-member Board of Directors that provides guidance to its executive leadership.

Based in Eureka, California, HWMA collaborates with member agencies, franchise haulers, and the public to identify opportunities to reduce, reuse, and divert materials from the waste stream. Since its inception, it has expanded from diverting green waste to a broad range of programs, including recycling, household hazardous waste, universal wastes such as batteries, fluorescent bulbs, and medical sharps, electronics, appliances, oil and other automotive fluids, carpet recycling, paint-care and reuse, and tires.
