IIBEC is the International Institute of Building Enclosure Consultants. Members specialize in design, investigation, repair, and management of roofing, exterior wall, and waterproofing systems.

Since 1983, IIBEC (formerly Roof Consultants Institute) members have offered unbiased design, repair planning, quality observance, legal testimony, and general roof management services. In March of 2006, IIBEC expanded its mission and service scope to include waterproofing and the building envelope. This action reflects the understanding that roofing issues often influence the entire building envelope. It was discovered that in increasing frequency, IIBEC Members are called upon to address building-wide concerns from below-grade to rooftop.

The New York Metro Chapter formed with the purpose to provide a medium at the local level for the advancement of the objectives of IIBEC - to promote closer relations and cooperation among the professionals, contractors, manufacturers, trade associations and societies which are engaged in, or directly connected with, the building construction industry
