The Illinois Housing Development Authority (IHDA) is a state-level real estate agency based in Chicago, Illinois, that finances the creation and preservation of affordable housing across the state. Established by the state legislature in 1967 as a self-supporting agency, IHDA does not rely on taxpayer dollars for its operations and administers publicly funded programs on behalf of the state. Since its inception, IHDA has financed more than $15 billion and supported about a quarter-million affordable homes, drawing on sources such as the Illinois Affordable Housing Trust Fund, Illinois Affordable Housing Tax Credits, federal Low-Income Housing Tax Credits, and HOME funds, while also functioning as a bonding authority that issues bonds backed by ratings of A1 from Moody’s and AA- from S&P and Fitch. IHDA collaborates with lenders, developers, local government, nonprofits, and community groups to deliver low-cost financing, assist low- and moderate-income homebuyers and homeowners, provide resources to developers of affordable and mixed-income rental housing, and oversee hundreds of rental communities statewide. Recent activity includes the March 2026 launch of the IHDAccess Home program by IHDA Preservation Program Limited.
