The Immigration & Checkpoints Authority (ICA) is a Singapore government agency tasked with safeguarding the country’s borders across land, air, and sea checkpoints and preventing entry of undesirable persons and cargo. Beyond border security, ICA manages immigration and registration activities, including issuing travel documents and identity cards to Singapore citizens. Operational since 1 April 2003, ICA was formed by consolidating the Singapore Immigration & Registration functions with checkpoint enforcement work from the Customs & Excise Department. Based in the Central Region of Singapore, the agency serves travelers, foreign nationals, and the broader public by managing border procedures and immigration administration. A notable recent development is the 2024 rollout of a QR code clearance initiative, enabling car travellers arriving at Woodlands and Tuas checkpoints to use QR codes in lieu of passports for immigration clearance. The ICA operates within Singapore's government administration landscape focused on security and orderly movement across borders, with ongoing modernization of clearance processes.
