The Independent Office for Police Conduct is the police complaints watchdog for England and Wales. It operates independently of the police, investigating the most serious complaints and conduct matters involving police officers and setting the standards for how such complaints should be handled. As a public body based in London, it serves the public by providing oversight of policing and ensuring accountability. The office is mid-sized, employing several hundred staff to carry out its work. 

In December 2023, it published its Outcomes Report, detailing how its investigations and findings contribute to holding police to account and improving policing standards. The organization has previously launched initiatives such as a VRR scheme in 2020, which allows victims to request a review of decisions not to refer matters to the Crown Prosecution Service.
