The Indiana Office of Utility Consumer Counselor (OUCC) is an independent state agency that represents Indiana utility consumers in proceedings before the Indiana Utility Regulatory Commission. It pursues quality, reliable utility services at reasonable prices through advocacy, consumer education, and creative problem solving, supported by a diverse group of professionals including lawyers, economists, engineers, and other technical specialists. It serves residential, commercial, and industrial ratepayers and prepares testimony and legal arguments on behalf of consumer interests in IURC cases of varying complexity. It also participates in matters before the Indiana Court of Appeals and Indiana Supreme Court involving IURC appeals and can intervene in Federal Energy Regulatory Commission cases when Indiana consumers may be affected.
