ITSO is an intergovernmental organization operating in the satellite telecommunications sector, established to promote global, non-discriminatory access to satellite communications as soon as practicable. It traces its roots to the 1973 founding of INTELSAT and, after a 2001 restructuring that created a private successor, Intelsat S.A., ITSO continued as the intergovernmental body based in Washington, DC. With 149 member states, ITSO's mandate centers on monitoring Intelsat's public service obligations and safeguarding the Parties' common heritage, effectively serving governments and other signatories. In the wider satellite telecommunications industry, the organization occupies an oversight role that links policy and service accountability. A recent development noted is the appointment of Patrick Masambu as director-general in May 2020.
