Lackawanna County is a government administration entity in northeastern Pennsylvania, governed by a three-member Board of Commissioners elected to four-year terms under a Home Rule Charter adopted in 1976. Based in Scranton, the county is the youngest in the state and serves a population estimated between 210,000 and 500,000. Its responsibilities include registration and elections, assessments of persons and property, human services, veterans’ affairs, county personnel, fiscal oversight, and the construction and maintenance of county facilities such as the courthouse and jail. In 2026 the county appointed Thomas Carlucci as economic development director to lead its economic development efforts. It has pursued collaborations and events to promote economic development and workforce planning, including partnerships with local development entities and participation in regional workforce summits.
