The Maine Development Foundation is a non-partisan, member-driven nonprofit focused on fostering long-term economic growth in Maine by cultivating a productive workforce. It frames this goal around educated, healthy, innovative, and engaged residents and uses economic research to guide policy while empowering leaders and strengthening communities. Created by statute in 1978, MDF operates statewide as a 501(c)(3) organization across sectors. Headquartered in Hallowell, Maine, the foundation works with public and private partners to test and advance economic development models that serve both rural and urban communities. In January 2026, MDF announced collaborations with the Maine Department of Economic and Community Development, the Maine Office of Community Affairs, and the Maine Redevelopment Land Bank Authority to test, build out, and refine this model.
