The Ministry for Primary Industries (MPI) is a New Zealand government agency responsible for policy advice, regulation, and service delivery across agriculture, forestry, food safety, fisheries and aquaculture, rural affairs, and biosecurity. Headquartered in Wellington and supported by staff in New Zealand and overseas, MPI seeks to maximise export opportunities for primary industries, lift sector productivity, ensure food produced is safe, promote sustainable resource use, and protect the country from biological risk. Its work spans analysis, policy development, regulatory functions, and service delivery for a broad range of sector stakeholders. As a large government department, MPI serves primary industry operators, exporters, and related stakeholders within New Zealand's economy. In November 2025, MPI formalized an updated memorandum of understanding with the APVMA, reinforcing regulatory cooperation.
