The MOC Alliance is developing a production public cloud built around an open cloud exchange model, in which multiple stakeholders contribute to building and operating the platform rather than a single provider. The project is hosted at Boston University and housed within the Hariri Institute for Computing, reflecting a cross-sector collaboration among higher education, government, nonprofit organizations, and industry. This arrangement positions the venture within software development as a multi-stakeholder approach to cloud governance and operations.

Based in Boston, Massachusetts, the organization operates with a small team and engages academic, government, nonprofit, and industry partners as participants and potential users of the cloud platform. In April 2020, it launched a public website and shared materials from an OC Workshop, marking a concrete public-facing development.
