The N3 Toll Concession (N3TC) operates the N3 Toll Route under a public-private partnership, taking responsibility for the design, construction, financing, operation and maintenance of the route segment from Cedara interchange in KwaZulu-Natal to Heidelberg South interchange in Gauteng, through its contract ending in 2029. This arrangement positions the toll route as a major freight corridor linking Durban Harbour with South Africa’s economic hub in Gauteng, crossing four provinces and serving rural communities, small towns and agricultural areas. Based in Pretoria, Gauteng, N3TC functions within the truck transportation sector by maintaining the corridor for road users, primarily freight operators and other motorists along the route. The concession is widely regarded as one of South Africa’s most successful PPPs, with ongoing obligations through 2029. In September 2024 the concession announced the immediate closure of the N3 at Van Reenen Pass due to hazardous driving conditions, underscoring its role in safety management along the route.
